ORV Trail Fund
Since 2017, the Off Road Vehicle (ORV) Trail Fund, supported by Insurance Corporation of British Columbia (ICBC) registration fees, has invested in safe, sustainable off-road trail projects across B.C. The fund builds stronger trail networks, supports community partnerships, and enhances outdoor recreation for residents and visitors.
RSTBC has now prepared applicant-facing guidance to help clubs better understand which types of ORV Trail Fund projects may proceed without a Section 57 authorization, and which do not.

The ORV Trail Fund Activities List is not an exhaustive list and may include activities of which require in depth analysis and authorization from RST staff due to ongoing legal, administrative, and or land negotiations.
These materials are intended to help clubs self-screen projects early, particularly those that wish to pursue maintenance, stewardship, planning, education, or safety-focused projects that do not trigger Section 57.
A few important points to reinforce for clubs:
A letter of support is not authorization.
Where projects are proposed under a Partnership Agreement, applicants must provide evidence of DRO approval (e.g., a signed operating plan or written confirmation that the specific works are approved to proceed).
Any project involving new trail construction, reconstruction, or significant ground disturbance requires approved Section 57 authorization and must be submitted with the application.
Applications missing required authorization will be screened out and not reviewed.
